What the 2025-2026 North American paperboard market demonstrated
Paperboard conditions vary by grade. During 2025 and 2026, North American buyers encountered producer price actions, mill closures, production reductions and substantially different operating rates across boxboard categories. Those events show how quickly the sourcing environment behind a folding carton program can change.
Several paperboard producers announced 2026 price increases of 4% to 6% on SBS, FBB and related boxboard products in the Americas.1

Cartonboard costs grew faster than folding carton prices during the preceding decade
Fastmarkets RISI reported average annual cartonboard cost growth of 4.4% from 2014 through 2024, compared with 3.0% annual growth in folding carton prices. Its North American outlook identifies the gap as a continuing margin challenge for independent converters.3 A converter’s paperboard procurement strategy can therefore affect competitiveness even during periods of adequate overall supply.
Packaging Dive reported in July 2026 that SBS remained oversupplied while several producers announced 4% to 6% increases on SBS or FBB products and continued to rationalize capacity.1 Excess supply at the industry level did not prevent individual producers from changing pricing or production.
AF&PA reported an overall U.S. boxboard operating rate of 88.8% in Q2 2026. Unbleached kraft and coated recycled boxboard operated at 92.6%, while uncoated recycled boxboard reached 97.2%. Solid bleached boxboard production increased 4% compared with Q2 2025.2 The required substrate can therefore place one carton program in a different supply environment from another.
Fastmarkets RISI projected that a major Canadian cartonboard mill closure in 2026 would reduce national capacity by roughly 24% and tighten supply. Its public summary also noted that independent converters could experience less exposure because of the closing mill’s integration structure.3
North American paperboard production has been shifting into fewer assets
Mill closures, machine shutdowns and production consolidation during 2025 and 2026 changed the location and ownership of available paperboard capacity.
Recycled paperboard production consolidated after U.S. and Canadian closures
A major North American integrated paperboard producer disclosed closures of recycled-paperboard facilities in Ohio and Quebec during 2025 as production was consolidated into fewer manufacturing locations.5

The producer permanently closed the La Tuque paper machine after citing its scale and cost position. The machine represented 127,000 tons of annual solid bleached sulfate capacity.4
Arkansas SBS production was reduced to roughly half of capability
A North American SBS producer announced that its Cypress Bend, Arkansas facility would operate at approximately half of production capability as the company responded to a supply-driven industry downturn.6
SBS and FBB price actions arrived during continued SBS oversupply
Several producers announced increases on SBS, FBB or related boxboard grades in the Americas while industry reporting continued to characterize SBS supply as excessive.1
Paperboard supply conditions vary materially by grade
U.S. Bureau of Labor Statistics data for June 2026 showed the producer-price index for noncorrugated paperboard slightly below its June 2025 level.7 During the same period, AF&PA reported a 97.2% operating rate for uncoated recycled boxboard, while industry reporting continued to describe SBS as oversupplied.2
Procurement teams therefore need to evaluate the substrate behind each carton program individually. SBS, CRB, FBB and other grades can face different pricing, capacity and availability conditions at the same time.
