The three levels of product packaging: primary, secondary and tertiary
Product packaging works as a system. Primary packaging protects and contains the product, secondary packaging organizes and sells it, and tertiary packaging protects grouped units through warehousing, distribution and delivery. The best packaging programs define all three levels before structure, artwork, materials and logistics are finalized.

The saleable package is only one part of the packaging plan
A carton may be consumer-facing, logistics-facing or both. The same packaging program can include a bottle or pouch, a printed folding carton, an inner case, a shipping case, a pallet pattern and warehouse-release requirements.
Packaging levels affect protection, branding, compliance, scanning and logistics
Primary, secondary and tertiary packaging are often described as separate levels, but in practice they interact. A change to carton dimensions can affect the case pack. A coating or fold can affect barcode scanning. A primary-pack material can affect food-contact documentation. A pallet pattern can affect how much product reaches the retailer on time.
Protect the product
Packaging should reduce damage, contamination risk, crushing, abrasion, leakage, moisture exposure and handling problems.

Consumer-facing packaging needs readable panels, strong hierarchy, barcode placement and real retail usability.

Primary packaging is the layer closest to the product
Primary packaging is commonly understood as the packaging layer that directly contains or contacts the product. In food, beverage, health, beauty and pharmaceutical categories, this can include a bottle, pouch, tube, sachet, tray, blister, wrapper, inner liner or carton that directly interacts with the product.
Primary packaging has to protect the product and preserve usability. It may need to support freshness, safety, barrier performance, dosing, dispensing, storage, resealability, tamper evidence or product-contact requirements.
Food-contact packaging requires special attention. The FDA states that it regulates the safety of ingredients added directly to food and substances that come into contact with food, including those added to packaging materials, cookware and containers.1

Primary packaging should be reviewed with the product-contact scenario, product sensitivity, consumer use and secondary carton fit.
The first layer has the highest product-protection responsibility
When packaging touches or directly contains the product, material selection, coatings, liners, closures, migration, odour, dispensing and consumer use become central to the specification.
Secondary packaging groups, protects and often sells the product at retail
Secondary packaging usually holds or groups one or more primary packages. In many consumer categories, the secondary package is also the retail-facing package, which means it has to protect, organize, explain and persuade at the same time.
Brand and shelf presence
Folding cartons create controlled surfaces for brand identity, claims, imagery, instructions, certification marks and differentiation.
Product organization
Secondary packaging can hold jars, bottles, tubes, sachets, capsules, blisters, pouches or multiple units in one saleable format.

Board grade, carton style, inserts, closures, scoring and gluing help protect the primary pack through retail and distribution.
Barcode and panel planning
GS1 US notes that barcode placement affects scanner readability and recommends avoiding package edges while allowing enough white space.2

Secondary folding cartons often become the shopper-facing package, especially in beauty, personal care, health, food and premium retail categories.
Secondary packaging can carry the full brand experience
A jar, bottle or tube may be the primary package, but the folding carton often delivers the brand story at shelf. Structure, board, graphics, finishing and barcode planning should be developed together.
Tertiary packaging protects grouped products through storage and distribution
Tertiary packaging is usually used for handling, warehousing, transport and distribution. It can include corrugated shipping cases, master cartons, pallet loads, stretch wrap, dividers, labels and other grouped logistics packaging.
This level is usually not designed to persuade the shopper, but it can determine whether the saleable package arrives undamaged, on time and in the correct quantity. It also affects warehousing efficiency, case pack, palletization, inventory planning and shipment release strategy.
The International Safe Transit Association develops packaged-product performance test procedures and supports transport-testing programs used to evaluate how packaged products perform through distribution environments.3

Tertiary packaging supports grouped handling, warehousing, palletization, transport and delivery planning.
The outer shipping system protects the retail package before it reaches the shelf
A beautiful carton still fails if it arrives crushed, rubbed, delayed or mispacked. Tertiary packaging connects the retail package to real distribution conditions.
The three levels should be planned together before production
Primary, secondary and tertiary packaging decisions should be reviewed as one system. A change to one level can create cost, damage, scanning, stocking or production issues at another level.
Product fit
Confirm product dimensions, sensitivity, primary pack and contact requirements.
Carton design
Define board, dieline, inserts, panels, print, finishing, claims and barcode placement.
Case pack
Review how saleable units fit in inner packs, cases, master cartons or pallets.
Distribution
Plan warehousing, storage conditions, transit exposure, release schedule and delivery cadence.
Retail use
Confirm shelf orientation, stocking method, scanability, consumer handling and reorder needs.
Folding cartons often sit between product protection and retail persuasion
A printed folding carton can be primary packaging in some applications, secondary packaging in many applications and part of a broader tertiary packaging system during shipment. That makes the carton a bridge between product protection, brand communication and supply-chain execution.
Protect and organize
Carton style, board grade, inserts, windows, closures, scoring and gluing should match the product and pack-out.
